Are local buses, trams, trains or taxis safe and affordable?

Nope. Public transport is off limits. The Embassy has a motor pool service you can use for your entire tour for a very small fee per trip. Some officers go their whole tour using it, and even when you have a car it is quite handy. - Jan 2023
