Yes, there is an English newspaper and English language websites. I don't know about the TV, though most Tunisians get satellite channels so movies and some shows would be in English with Arabic subtitles. - Feb 2012

With satellite you can get anything on TV, but to get that and AFN (which is provided by the embassy) you will need two dishes on the house. The receivers for hotbird are cheap to get locally (less than $50). - May 2010
