Would someone with physical disabilities have difficulties living in this city?

Malls are wheelchair accessible, and that's about it. Sidewalks are full of inconsistencies, and sand is ubiquitous--sometimes the only way to get from point A to point B is to either walk through it or walk in the street. - Jan 2012
