Are qualified veterinarians and/or good kennel services available? Do animals need to be quarantined upon entry to the country? Are there other considerations regarding pets that are particular to this country?

Yes, to services, no to quarantines. Lots of options available on both sides of the border. I’ve been satisfied with Mexican vet care, both in expertise and cost. Animals must have rabies vaccines to cross the border. The housing has backyards, though it varies on grass and/or shade availability.
